OVERVIEW
In response to the growth of global maritime demand, countries worldwide are striving to develop safe and high-performance ports, making smart harbors a critical topic in the international logistics ecosystem. Leveraging emerging technologies such as AI, 5G, IoT, Edge Computing, and GNSS (Global Navigation Satellite System), Chunghwa Telecom Laboratories has developed an automated gate control system to support port authorities in managing and securing the movement of personnel, vehicles, and containers across all major international commercial ports in the country. At the same time, we have developed a container yard automation solution to enhance operational efficiency, accuracy, and cost-effectiveness.Looking ahead, we will adopt AI-driven cross-domain data fusion to connect port authority operations, shipping lines, transportation providers, and customs clearance processes, thereby establishing a comprehensive smart harbor solution and supporting the Ministry of Transportation and Communications in advancing the 2030 Smart Port Vision.

APPLICATION STATUS
Auto Gate System (AGS):The AGS system integrates advanced OCR, RFID, recognition technologies on persons/vehicles/containers, and information from third-party systems along with AI-Enhanced Security Checkpoints and Cross-Domain data fusion. It enables full automation of access control at ports. The system has been fully deployed across all major ports in Taiwan, providing 24/7 drive-through, clearance with 100% coverage. It supports approximately 100,000 vehicles and 156,000 passenger entries per day. With AGS, Inspection time per entry has been significantly reduced from four minutes to under ten seconds, delivering highly accurate and efficient border-security operations for maritime gateways. This system was awarded the Executive Yuan Public Construction Golden Axe Award for its outstanding value and achievement.
Container Yard Automation Solution (CYAS): The solution integrates technologies of advanced recognition, AI-Enhanced Gate In/Out, Trailer Position & Guidance and Cross-Domain data fusion. A highly modularized solution can be integrated by container yards to improve yard operational efficiency and reduce costs by achieving automation on gate control and yard operation. CYAS had been deployed at major container yards in Kaohsiung and Taichung Ports that achieved the highest efficiency benchmark in Taiwan with operational costs reduced by more than 20%. CYAS was awarded the Ministry of Economic Affairs’ Innovation Award and the Bronze Medal at the 2025 Taiwan Innotech Expo.
