Overview
With the coming of C-ITS (Cooperative-Intelligent Transportation Systems and Service) age, how to utilize technologies such as AI, 5G, big data, and edge computing to make roadways safer and more efficient becomes important topics for ITS development. Chunghwa Telecom Laboratories is working on traffic big data analytics technology, intelligent traffic control systems, and 5G/C-V2X applications to develop smart roads solution. Our smart road solution aims for improving traffic safety and efficiency by connecting pedestrians, vehicles, and road-side infrastructures in areas from a single road intersection or segment to an expanded road network.Intelligent Transportation

Application Status
Traffic Big Data Analytics Technology:Utilize real-time streaming processing, big data analytics and AI technologies to develop traffic big data analytics solutions that include CVP (Cellular-based Vehicle Probes) travel time estimation, CVP vehicle trajectory estimation and freeway travel-time prediction, AI-based traffic simulation and signal control technologies and AI traffic brain. The solutions have already been widely applied to urban and rural roads in Taiwan providing traffic information services covering over 80% roads. Executing project of Directorate General of Highway, CHTTL’s CVP travel time estimation technology has been utilized to detect traffic status of 39 highways, successfully solving the challenge of insufficient traffic information available for major intercity routes, popular tourist spots routes and alternative routes of freeway. It represents the best precision and widest coverage in CVP applications in Taiwan, earning recognitions with the “2025 Cloud IoT Innovation Award” ,"2024 Smart City Innovation Application Award", “2024 Harvard Business Review Awards for Digital Transformation ” and “2024 Taiwan Excellence Awards”.
Intelligent Traffic Control Application Technology: The development of a intelligent traffic control platform adopts a container technology architecture. Centered on the management functions of traffic signal controllers (TCs) and variable message signs (CMS) devices, it implements a containerized design for cloud-deployable traditional traffic control systems. The platform is broken down into basic containerized modules such as UI, API, UTCCPv3 communication, message services, and database operation and management. The traffic control software can be freely combined or expanded as needed. For example, the standard version can remove CMS-related container modules; or a pedestrian AI-triggered signal control container module can be added from the standard version. It can be flexibly deployed in county and city traffic control centers, cloud platforms, ground-based IPCs, or AI Boxes that support container operating environments, improving the efficiency of traffic control system construction and reducing maintenance costs.
V2X Application Technology:Developed 5G C-V2X (Cellular Vehicle-to-Everything) communication technology integrates various techniques such as synchronization of traffic signal lights, standardization of V2X message interfaces, object and event detection, and onboard edge computing. It incorporates MEC and V2X-PKI certificate security technologies to provide V2X services including broadcasting of traffic signal light states (SPAT), prioritized signal lights for emergency vehicles, traveler information messages, and alerts for vulnerable road users. These advancements have been implemented in Taipei (priority signal lights for emergency vehicles) and Kaohsiung (light rail transit signal light status dissemination, road side alerts) and New Taipei City (broadcasting of traffic signal light states), enhancing intersection traffic efficiency and road safety.
