Overview

With the coming of C-ITS (Cooperative-Intelligent Transportation Systems and Service) age, how to utilize technologies such as AI, 5G, big data, and edge computing to make roadways safer and more efficient becomes important topics for ITS development. Chunghwa Telecom Laboratories is working on traffic big data analytics technology, intelligent traffic control systems, and 5G/C-V2X applications to develop smart roads solution. Our smart road solution aims for improving traffic safety and efficiency by connecting pedestrians, vehicles, and road-side infrastructures in areas from a single road intersection or segment to an expanded road network.

Application Status

Traffic Big Data Analytics Technology:Utilize real-time streaming processing, big data analytics and AI technologies to develop traffic big data analytics solutions that include CVP (Cellular-based Vehicle Probes) travel time estimation, CVP vehicle trajectory estimation and freeway travel-time prediction and AI-based traffic light control technologies. The solutions have already been widely applied to urban and rural roads in Taiwan providing traffic information services covering over 80% roads. Executing project of Directorate General of Highway, CHTTL’s CVP travel time estimation technology has been utilized to detect traffic status of 27 highways, successfully solving the challenge of insufficient traffic information available for major intercity routes, popular tourist spots routes and alternative routes of freeway. It represents the best precision and widest coverage in CVP applications in Taiwan, earning recognition with the "2024 Smart City Innovation Application Award".
AI Decision-making Technology at Traffic Control: Developing graph neural network technology and establishing a model for predicting OCT (Outdoor Cellular Traffic) traffic at multiple intersections by analyzing the traffic flow at intersections , it can respond to traffic management and various events; Automatic real-time analysis, traffic control decision-making and signal control dynamic technology can carry out event detection, decision-making, and implementation of diversion strategies, and solve the original pain points that traffic control personnel have to deal with manually (time-consuming & error-prone), relieve urban traffic congestion, and improve road operation efficiency. This achievement has been applied to counties and cities such as New Taipei City, Hsinchu, Hualien, Miaoli, etc., and won the "2023 Smart City Innovation Application Award".
V2X Application Technology:Developed 5G C-V2X (Cellular Vehicle-to-Everything) communication technology integrates various techniques such as synchronization of traffic signal lights, standardization of V2X message interfaces, object and event detection, and onboard edge computing. It incorporates MEC and V2X-PKI certificate security technologies to provide V2X services including broadcasting of traffic signal light states (SPAT), prioritized signal lights for emergency vehicles, and alerts for vulnerable road users. These advancements have been implemented in Taipei (priority signal lights for emergency vehicles) and Kaohsiung (light rail transit signal light status dissemination, road side alerts), enhancing intersection traffic efficiency and road safety.
Connected Vehicle Management System:Developed fleet management services including vehicle location monitoring, driving data analysis, driver behavior assessment, driving image surveillance, cold chain logistics monitoring, and driver physiological detection. Developed bus monitoring, working hour management, speeding, and restricted route alerting technologies, which have been applied to the fleet management system of the Directorate General of Highways to manage highway buses, tour buses, and dangerous goods transport vehicles. In addition, research on the analysis of bus transfer time and space gaps and transfer hot spots has been successfully implemented in Kaohsiung and Keelung.
